You likely have met and interacted with Judy over the course of the last eight years that NCMM has been funded.
Judy Shanley, Ph.D. has served as the Easterseals Director of NCMM since its inception in 2013. Throughout this time, she has been the NCMM Regional Liaison, providing technical assistance to FTA Regions 1 and 5. She has enjoyed a long history of working on mobility and transportation topics during her 12-year career at Easterseals and comes to the transportation sector from a long human services and education background.
My work at Easterseals and across mobility and transportation topics is grounded in my compelling interest to create inclusive opportunities for individuals with disabilities. As a rehabilitation counselor early in her career, Judy worked with individuals with developmental and cognitive disabilities to facilitate opportunities for employment and education. I recognized that management and business skills would complement my hands-on rehabilitation experience and decided to further my education with an M.B.A. at Syracuse University. She continued her pursuit of academic credentials by attending the University of Florida to attain a Ph.D. in special education leadership.
I love research to practice topics to ensure that the field is using evidence-based practices. Providing technical assistance enables me to make empirical information practical.
Judy worked at the American Institutes for Research (AIR) in Washington, DC for 8 years, serving as a director of various national projects funded by the US Departments of Education (US ED) and Health and Human Services (HHS). She turned her interest in policy to a position at the US ED, Office of Special Education Programs (OSEP) – never moving too far away from her interest in furthering outcomes for individuals with disabilities.
Ironically, while at ED, Judy had the opportunity to participate in the Federal interagency coordination effort called United We Ride. I would never have thought in a million years I would still be working to unite Federal and state agencies on transportation coordination through the Coordinating Council on Access and Mobility (CCAM) and mobility management. I love this work to affirm the significance of transportation in helping all individuals realize their goals and aspirations.
Judy works across several projects at Easterseals including overseeing the national network of affiliates on the topic of youth transition and served. She served as President of the International membership organization representing youth transition and workforce professionals (Division on Career Development and Transition) and is currently the Secretary for the APTA Access Committee and was recently appointed Co-Chair, of the Transportation Research Board (TRB) Committee on Accessible Transportation and Mobility (AME50). In July, Judy moved from Chicago to Boston with her husband, Kevin, and is learning to love the Boston Red Sox, even though she has deep roots in NY and the NY Yankees. She is sorry that Tom Brady is no longer in New England, but, has high hopes that he will decide he made a big mistake and return back to the Northeast.
